CNN —A doctor at a field hospital for detained Palestinians at Israel’s Sde Teiman army base has described “deplorable conditions” and “routine” amputations due to handcuff injuries, according to an exclusive report from the newspaper Haaretz. “Just this week, two prisoners had their legs amputated due to handcuff injuries, which unfortunately is a routine event,” the doctor said in the letter, according to the Haaretz report on Thursday. CNN spoke to a source who has a medical background and previously visited the Sde Teiman field hospital. The medical source highlighted the systematic “dehumanizing” of detainees at the field hospital, which they described as a large “tent” that is “not insulated” from the elements. “We were asked not to use our names,” the medical source told CNN, adding that the Gazan prisoners were identified by serial numbers, rather than their names.

The United States government has placed detained immigrants in solitary confinement more than 14,000 times in the last five years, and the average duration is almost twice the 15-day threshold that the United Nations has said may constitute torture, according to a new analysis of federal records by researchers at Harvard and the nonprofit group Physicians for Human Rights. The report, based on government records from 2018 through 2023 and interviews with several dozen former detainees, noted cases of extreme physical, verbal and sexual abuse for immigrants held in solitary cells. The New York Times reviewed the original records cited in the report, spoke with the data analysts and interviewed former detainees to corroborate their stories. Overall, Immigration and Customs Enforcement is detaining more than 38,000 people — up from about 15,000 at the start of the Biden administration in January 2021, according to an independent tracking system maintained by Syracuse University. A growing proportion of detainees are being held in private prison facilities with little means of accountability, and preliminary data from 2023 suggests a “marked increase” in the use of solitary confinement, according to the report.

(AP) — New York is requiring state health officials to develop an outreach program to educate parents and doctors about the harmful impacts of medically unnecessary treatments performed on young children born intersex. Advocates for the statewide legislation say the medically unnecessary operations on infants and young children born intersex come with a slew of potential negative impacts that parents and doctors must be aware of. Various health and human rights organizations, including the Physicians for Human Rights, a U.S.-based nonprofit that advocates against human rights violations around the world, in the past have called for an end to the medical treatments. A majority of advocacy groups estimate that there are about 5.6 million people in the United States who were born intersex, according to The Associated Press. In California, a majority of state lawmakers rejected a bill in 2020 that would have banned some medically unnecessary surgeries on intersex children until they are old enough to participate in the decision.

A leading doctors group on Thursday formally withdrew its approval of a 2009 paper on “excited delirium,” a document that critics say has been used to justify excessive force by police. The American College of Emergency Physicians in a statement called the paper outdated and said the term excited delirium should not be used by members who testify in civil or criminal cases. Earlier this week, California became the first state to bar the use of excited delirium and related terms as a cause of death in autopsies. Other medical groups, including the American Medical Association, had previously rejected excited delirium as a diagnosis. The emergency physicians group had distanced itself from the term previously, but it had stopped short of withdrawing its support for the 2009 paper.

WASHINGTON — The Biden administration is asking that parents of children separated at the U.S.-Mexico border undergo another round of psychological evaluations to measure how traumatized they were by the Trump-era policy, court documents show. Government investigators have said children separated from their parents showed more fear, feelings of abandonment and post-traumatic stress symptoms than children who were not separated. Biden administration officials have decried the Trump-era policies. The two sides had been negotiating a settlement, but then Biden said that families of separated children deserve some form of compensation.
